PROPOSED SCHOLARSHIP AREAS FOR TANZANIAN ISLAMIC WORKERS IN TURKEY

I.INTRODUCTION

Geographically, Tanzania is located in East Africa in between longitude 29 and 41 East and latitude 1 and 12 South of Sahara Desert. It became independent in 1961 as Tanganyika and united with Zanzibar in 1964 to form the now known United Republic of Tanzania (URT). It is a peaceful nation among the poorest Country in Africa (GDP 6.2 in 2006/7) . Its poverty is not because of shortage of resources, but due to relatively lack of education and so global exposures in science and technologies.

Despite its virtual believed poverty, Tanzania is actually among the richest resourceful country in the world. It has all types of Weathers; Cold on Highland Regions (Mbeya, Iringa, Lushoto and Arusha) and Warm in Coastal Regions (Dar es Salaam, Pwani, and Zanzibar). Other Potential resources are such as large fertile land, different types of Minerals (Others are found only in Tanzania; like Tanzanite). The Country is boarded with Indian Ocean in East and Lake Victoria in East – West, Lake Tanganyika in West and Lake Nyasa in South. Kilimanjaro is the Highest Mountain in Africa; it is in Northern part of Tanzania. Others are such as Udizungwa, Uruguru, Usambaa, and Meru. Also, it has National Parks with different types of Animals, Reptiles, Amphibians and Birds especially at famous area of beautiful wildlife like; Mikumi, Serengeti, Ngorongoro, Katavi, to mention the few.

Demographically, the Country has more than 45 Million People of
120 tribes in 24 Regions with Muslims Majority (63%). The Muslim
population is at large extent found in private economic sectors as self-
employed who are scarcely supported with the government. It can
be seen in government official directory 2011 that Muslims are not
more 18% in Educational centers and institutions like; Universities,
Central Governmental employees and in other social services
provisions However, in Healthy Sector, Apart from Dispensaries,
Tanzania has 30 Regional Hospitals and 10 Referral Hospitals whereby
Christians own 70% meanwhile Muslim has no single Hospital. In
such environments, is not only Halal concept cannot work properly
but also Muslim Community becomes inferior.

Politically, Muslims being the majority voters who form capital base that empowers political aspirant candidates from their respective political parties to assume power in various decision-making posts, they are marginally represented in those posts which in turn subjugate their civil status to what as became to be known as the second class citizens in the country. Such a community essentially needs supports to nourish its individuals with professional minds through capacity building in Social- Economic effective Programs and Projects. We strong believe that, God willing, this will gradually elevate Muslim community from the pity.

II.EXECUTIVE SUMMARY

Making the community changing is not a mere saying but struggling. It was in 1992 that Muslims in Tanzania decided to strengthen their efforts for development by establishing the Supreme Council of Islamic Organizations and Institutions (BARAZA KUU) for making their organizational efforts to be coordinated and directed on the required Strategic areas for social development.

In last 5 years in its first two decades (1992 – 2012), BARAZA KUU made marvelous managed to establish network with 100 office branches in all 25 Regions, created social economic Programs and Projects, pulling Muslims together for unity and power.

There are some challenges that face BARAZA KUU in its efforts, but the most crucial one is in answering the question on ‘how possibly and positively to make Muslims aware and vigorously to identify and responding in developmental interventions that available in their Community’

To tackle these challenges, BARAZA KUU is seeking support through Scholarships for Capacity Building to its Youngblood as much as possible to confront the aforesaid question practically. BARAZA KUU has so far Five Programs that have more than 25 Projects in various areas of Social Economical interventions. According to urgency of the needs, the support could be effective if the following areas would be considered:

Social Development Skills, Mass Communication, Graphics Design and Publishing, Languages and Interpretation/Translation, Web Design and Development, Tourism Skills And Hotel Management, Halal Professionals / Experts, Islamic Finance & Takaful, Zakkat, Sadaqat And Waqfu, and Farming: Bee Honey Keeping. Information Technology and software development specialists (with regard to financial banking software)

The studies are extra important because; they are very strategic for making, in the nearest future, Muslims independent as so becoming vibrant in decision-making on their developmental Programs and Projects. Hitherto, the assistance is vital needed now as to intervene the existing plan for better functioning in one hand and so tackling the domination of Christians Lobby in the other hand.

III.ABOUT “BARAZA KUU”

BARAZA KUU is Swahili acronym for The Supreme Council of Islamic Organizations and Institutions of Tanzania. It was registered in 1992 for uniting and coordinating Islamic Institutions and Organizations for development and the welfare of the Muslim Community. It has got 18 National-wide Organizational Members and more than 900
Mosques that working under its Umbrella around the Country. The main target of BARAZA KUU is to facilitate Muslims through their organizations to achieve the height of their development goals.

1.VISION PROGRAM

From this verse (Quran 3:103), BARAZA KUU was established. It is hereby for making collective voice of Muslim Community through their Islamic Organizations and Institutions of Tanzania for Social welfare and development.

2.MISSION

On the basis of Quran 28:5, BARAZA KUU is struggling to organize and direct Muslims efforts and resources available in Islamic Organizations and Institutions to elevate their community at relatively a better status with regard to the current one. It aspires to make equal opportunities to all stakeholders for social welfare.

3.LEADERSHIP

Apart from special Organs like General Meeting, Board Of Trustees, Committee of U’lamaa (15 Professional Islamic Scholars), Executive Committee (7 Prominent Muslims) and Secretariat, (5 Vibrant Muslims), BARAZA KUU is headed by Chief Amir who is the main speaker of the Supreme, Secretary General being the Chief Executive Officer for the Supreme daily Operational routine in five (5) Directorates, Chief Treasurer who heads daily fiscal controlling mechanism in 5 Programs and 25 Projects of the Supreme. Together with them, Program and Project Managers are subordinating directors in supervising programs’ interventions.

IV.PROGRAMS AND PROJECTS

As said before, BARAZA KUU has so far five Programs with several Projects. All are working under directorates with assistance of Project Management Teams as follows:

1. ITISWAAM

A. Tamassakul Masaajid (for empowering Mosques),
B. Kutayba Groups (Groups of 15 – 30 Members for
Entrepreneurial empowerment)

C. Kutayba Saccos Ltd (For supporting Kutayba Groups in saving and crediting without Riba (Interest-free))

2.MAARIFA (Educating Our Community)

This Program has the following Projects:

A. Islamic Knowledge (for assisting Muslim Students in both
Private and Government owned Schools)

B.Muhaga College of Imams (MUCI) – The College targets to develop Professional Imams (it is still under construction).

C.Khairiya Media Ltd – It is a Joint Venture Company between BARAZA KUU and Dar es Salaam Yemen Community Charitable Committee (DYCCC). It is now operating Radio Kheri that is broadcasting in Dar es Salaam City.

D.Tanzania Islamic Heritage and Tourism Agency (TIHTA) – (it is still under establishment for Hajj and maintaining Islamic Tourism Historical Sites).

E. Printing Press (Not yet started for supporting Education and Da’awah infrastructure).

3. HALAL – for Islamic Socialization to Muslims and Non- Muslims

It is for making Community to be Conscious with Halal in all areas of their lifestyle, so far the Program has the following Projects:

A.Certifying Halal Products for human consumption. Started this year, 2013, still under training.

B. Halal Abattoir: for slaughtering Animals and Birds in particular. Not yet established due to the shortage of funds.

4.TANAFUSU – For Positive Competition among the Muslims

It is the Program for exciting and inspiring Muslims and their Organizations on competing for development as to make them together as to avoid separation. The Program involves 72 Branches of BARAZA KUU around the Country, Islamic Organizations, Scholars, Professionals and Muslim Students (Men and Women).

5.MAS’TURAAT – Making Women to be supportive in Da’awat Programs

It is not an actual independent Program but it is a conceptual Program in all BARAZA KUU Programs and Projects to make Women participatory in Islamic activities. It is therefore hermaphroditically working with other current Programs

V.DEMAND FOR CAPACITY BUILDING

Human resource management is something very challenging around the world, but in Islamic world the challenge becomes more vast, moreover in Tanzanian Islamic Da’awat things are much worst than elsewhere. This is due to interwoven situation that accompany with other controversies, especially in Social – Political diversities, which are in all enormities, tighten and controlled with Christian lobby.

To rescue the situation as much as possible, BARAZA KUU put emphasis in its Strategic Plan, as aforesaid, the importance of recruitment and maintaining its human resource through on Job Training, which is mostly done by Training of Trainers (ToT). This approach enabled BARAZA KUU to build national wide network in only last 3 years after 18 years of asphyxia.

The experience of 5 years, in making BARAZA KUU to be “national egis” for serious Islamic Organizations in Tanzania, gave BARAZA KUU another big challenge as it demands more number of committed professional attendants for making acute Programs and Projects for better results. The incidence is now preferably convincing to invest in Capacity Building Program as to allow the few Human Resource that we have to execute the best at their required level as said in the Holy Quran that One Committed Muslim can win a Hundred of none, but this can not work unless the said Muslim has been built in full confidence and so facilitated with good capacity in his playing ground.

Hitherto, for the sake of contemporary and forthcoming Programs and Projects, it is observed as a call to intensively facilitate on capacity building in specific areas that mentioned bellow in consideration with intervals and number of intakes in concern areas of interventions. On these points, we may think about the following suggestions:

Intervals: The suitable interval for the trainees to graduate can be in average of 30 to 90 days of full boarding training. This will include Theory and Practice. The interval is discussable in terms of capacity of holding them in matching with solving fatigues on adult Psychology on time of staying away from their homes.

Intakes: The total numbers of intakes that may be seen reasonable are in between 3 to 5 depending on the capacity of host handling in Turkey. Besides, the eagerly areas for capacity Building are as follows:

1.SOCIAL DEVELOPMENT SKILLS A. Significance
Capacity Building in this area will add value on Tanzania Islamic Community in all paradigms. It can be done through their Organizations, Genders, Peer and Social Groups. Special interest in BARAZA KUU is that the training will excellently support ongoing Programs and Projects in professional manners. This will be for I’itiswaam (solidarity) and Maarifa (Knowledge) Programs which include five (5) Operating Projects, namely; Tamassakul Masaajid, Ta’awun, Kutayba Groups, Kutayba SACCOS LTD and Part of Maarifa Projects. However, it will be also fueling the talents of Youngblood on discovering new Programs and Projects that will expectedly give lightshade of social development to Muslims.

B. Package

To make the training worthwhile, it is determined to have the appropriate package of the following areas:

• Islamic Life Skills – The Concept of living in Two Shahadas’

• Leadership Skills – Developing talents, invention and Management

• Strategic Planning – using effectively ‘’SWOT – PEST’’ analysis

• Islamic Da’awat – Calling people to Islam with the best approaches

• Lobbying – Articulating and aggregating the Islamic agenda

• Science of Partnership – Mushaarakat with Islamic and none
Islamic cooperates

• Resources Mobilization – Includes; Concept Paper, Proposal writing and Business Plan

• Evaluation and Report Writing

c. Enrollments

It is proposed to have total enrollments of 27 trainees as par as to enable them work at all 25 Regions around the Country, which may quench the thirsty of professionalism on the field. The trainees are needed in good number as many as required to specialize for facilitating in both recruiting others in the field through Training of Trainers (ToT) and also to indulge themselves in daily professional activities at their regions.

2.MASSCOM, PUBLISHING, WEBSITE PROGRAMMING A. Significance
This area will add value on interaction with Media intelligence. This will be for both those that belong to Muslims and None – Muslims. The intervention will serve on supporting the ongoing Program of Maarifa, which includes;
• Printing Project: facilitating Islamic Newspapers and Islamic
knowledge Text – Books for all academic levels.
• Khairiya Media Company Ltd activities
• Tanzania Islamic Heritage and Tourism Agency (TIHTA)
B. Package

To make the training worthwhile, it is determined to have the appropriate package of the following areas:
• Advanced Course Training Mass Communication: How Mass can be Communicated in Islamic Perspective
• Publishing Course for Islamic Printing
• Web Design and Development
Languages: Interpretation and Translation (Turkish, Arabic and
Chinese)
C.Enrollments

It is proposed to have total enrollments of 15 trainees as par as to allow them working at Head Office and in other Affiliated Organizations of BARAZA KUU.
3.TOURISM SKILLS AND HOTEL MANAGEMENT A. Significance
The area will support in facilitating Islamic heritage Program as well as other Projects of BARAZA KUU for Community Development. This, as other areas of capacity building can be done through our concern Attendants, Organizations, Genders, Peer and Social Groups. Special interest in BARAZA KUU on the field is to widen the areas of promoting Da’awat that has not yet got special attention for Islamic benefits.

Most of tourism training and activities are in all dimensions governed by None Muslims, something that makes the field to be seen as if not lawful in Islamic perspective whilst it is agreeable as very useful tool in Propagating Islam especially in Secular Country like Tanzania at large.

As it may be taken as close exemplary that, White Christians who are coming as tourists in Africa using the opportunity to evangelize. On the other side, Muslims fail to Islamize the Movement due to ignorance in the field.

Tanzania has many historical sites that vessel Islamic heritage, though they are not under Muslims control. Zanzibar being a part of Tanzania, is rich in tourists’ attractions, other sites are in coastal areas like; Kilwa (Ancient Islamic State before the triumph of Portuguese in 15 Century), Amboni Graves at Pangani Tanga, Kaole Ruins at Bagamoyo, Olduvai Gorge where the so called Zinjathropad invented at Kondoa, Isimila Iringa, which was the base of Chief Mkwawa who was acompanying Kinjikitire Mwangi in their attempt to resist and expell German Christian Colonist in Majimaji battle, Kilimanjaro; the highest Mountains in Africa, Various National Parks of different animals and Plants species and ecologies; Mikumi, Serengeti, Ngorongoro Creator, Katavi, Udizungwa, Kihasi Falls; where there is abnormal species of amphibians that suckling their off springs, to mention the few.

Islamic Site
• Training Course for Tourism Management
• Da’awat in Tourism
C.Enrollments

It is proposed to have total enrollments of 15 trainees as par as to allow them start working at all convenient historical sites around the Country. This group will facilitate others on the field in the nearest future.

4. HALAL PROFESSIONALS / EXPERTS A. Significance
The significance of this professionalism will enable Muslims to live lawful as par commanded in the Quran and Sunnah. It is a new intervention in Tanzania. To make it possible we need much effort to recruit professionals in these fields for better efficiencies. The positive efforts in this area will surely allow Muslims to unfold the great emphasis that Islam had put on quality and purity of food, drinks and cosmetics to protect consumers from unhealthy and immoral practices in the arena with regard to what is Halal and Haram in a Secular State like Tanzania. Consequently, the intervention will add value in Strategic Planning of Islamic Da’awat in Tanzania.

A couple of conflicts that necessitate the need of Halal Bureau to work effectively in Tanzania can be cited. In 1993 a child from a Muslim family at Manzese, Dar es Salaam sent to buy meat and was given pork instead in the nearby butcher. The incident culminated to the jailing of Muslim Preachers after a fierce protest where several pork-selling butchers were demolished.

The recent Muslims – Christians fighting at Buserersere Ward in Mwanza Region, as the Christians demand for legal monopoly in Governmental Slaughtering Houses, something approve much doubt of Halal Status in Social interaction among the communities, which is very challenging for Muslims. Such incidents contemporarily became rampant around the country, as happened the same at Tuduma (Mbeya Region), Sumbawanga (Rukwa Region), to mention
the few that add urgency in all dimensions for Halal Bureau to work professionally in Tanzania. We believe in through hereunder- mentioned courses Muslims professionals can be created for Halal Controlling.

B. Package

The assumed appropriate package of the training is as follows:

• Training Course for Halal Inspection

• Training Course for Ingredients Analysis on Additives, Colorants, Emulsifiers, Gelatins, Preservatives and the like

• Training Course for Halal Auditing

• Training Course for Accreditation

• Training Course for Halal Consultancy

• Designing Halal Market and Strategy in Secular States

• Conflict Management on Halal Stakeholders

C. Enrollments

It is suggested to have total enrollments of not less than 25 trainees that will cover the need of all 25 Regions around the Country. The trainees are needed for facilitating both Training and Recruiting Others in the field through Training of Trainers (ToT) and also to indulge themselves in daily professional activities at their regions.

5.ISLAMIC FINANCE & TAKAFUL, ZAKKAT, SADAQAT AND WAQFU A. Significance
It is for making Muslim to be serious and competence in the field of Islamic finance, which is the lifeblood of Islamic Propagation. This as other areas of capacity building can be done through our concerned Attendants in Financial Institutions like Banks, SACCOS and others that utilize Islamic finance rules and regulations. Surely the area had uncountable value to add on Islamic Movement in East Africa, Tanzania in particular.
Due to the scarcity of Muslims Finance Attendants, it became surprisingly most of official attendants in the field are not only None Muslims but less competent, something that jeopardize the shine of Islamic Finance Industry in Tanzania if we do not take proper measures on training young bloods for the duties.

B. Package

The assumed appropriate package of the training is as follows:

• Training Course for Islamic Microfinance; Savings and Credit
Cooperative Society (SACCOS) and Entrepreneurship.

• The Role of Sadaqat, Zakat and Waqfu in Islamic Da’awat and
Social welfare.

• Courses for Professional Fundraising

C. Enrollments

It is proposed to have total enrollments of 15 trainees to allow them start working at all convenient financial institutions around the Country. This group will facilitate others on the field in the nearest future.

6. FARMING: HONEY BEE KEEPING A. Significance

It is world-wide marketable products, thus if taken with intensive care will surely support our community in financial purchasing power especially in Central of Tanzania where people are in poverty. It is therefore; the interventions will at large extent support the Da’awat activities as it could provide employment among the dwellers, and other informal commercial activities will intensively take place to facilitate the needs of the community among the people.

B. Package

• Training Course for Honey keeping knowledge

• Marketing Strategies for Honey and its Products

C. Enrollments

It is proposed to have total enrollments of 15 trainees to allow them start working at all convenient areas around the Country. This group will facilitate others on the field in the nearest future.

VI.OUR APPEAL

This writing is just the Proposed Concept on the area that can be considered as the most appropriate for us in the on going and so the coming Programs and Projects.

However, these concepts and Projects can be changed or modified according to the contemporary demands for assisting us in making these scholarships viable. We are optimistically appeal for your assistance.
